I attended an April 1st hearing of the Historic Preservation Commission of Jersey City. Conrail and its partner developer were there applying for demolition permits. They tried to enter into evidence the Environmental Assessment that your Section of Environmental Analysis just issued March 23. Can the Environmental Assessment say it is recommending a NHPA section 106 condition that will prevent demolition, when Conrail and its partner think it will help then get demolition permits? It's frightening when regulatory agencies help the parties they're regulating destroy assets that are needed for public use.
