The Surface Transportation Board should do all in its power to restrict the ability of unscrupulous property developers in Jersey City to transform the Harsimus Branch Embankment, a piece of public property, into one or more commercial development projects which will benefit the developers alone and degrade the environment of the Harsimus Cove Historic District. The only reason these projects are on the drawing board at all is because of the shockingly low price of the embankment To allow commercial development to go forward would be to allow private profit at the direct expense of the public interest. As a former resident of the neighborhood, I know how densely populated it is already and how desperate the need for open space. Please authorize a full environmental study, the cost to be borne by the developers alone. I believe such a study will show definitively the degradation of local quality of life which will be the result of any further commercial development of these parcels, and the marginal value to the public of any proposed development.
