My name is Altulga Ozagar I live in the Jersey City and I own a house downtown that is two blocks from the Embankment. It is wrong to give an abandonment permit to the railroad without first doing a full Environmental Impact Statement so that your agency can condition the abandonment permit to protect the public. Isn’t part of your agencies duty to enforce the laws to protect the public? Please do this. The health and welfare of thousands of people who live downtown near the Embankment is in your hands. Please do not treat it lightly. A full Environmental Impact Study is necessary.
