I understand that you have ruled the Harsimus Embankment does not need an evironmental study (EIS). That is highly mistaken. The Embankment is a 6-block long, 30-foot high structure built 100 years ago over which all sorts of freight was delivered. It now sits in the middle of residential areas, schools and old age homes. I understand a developer wants to tear it down - of course there should be an environmental study. I'm sure neither you nor the developer would want to be living in the neighborhood of that structure as it is being demolished and wondering what carcinogens are being released. Do the correct thing and let's find out what the dangers,if any, there are.
