I am writing to request that the STB do a full Environmental Impact Statement as part of consideration of Conrail's abandonment application. The environmental impacts of allowing Conrail to abandon and sell the Harsimus Stem Embankment to a developer who is bent on demolishing the enormous, historic structure will have myriad negative impacts on the physical and cultural environment of not only the surrounding neighborhoods and will also have more far reaching negative consequences. The decision to do an EA instead of an EIS given the level of controversy surrounding this site is incredible. The fact that there are such obvious issues as physical damage to the adjacent neighboods, exacerbation of flooding in the area, destruction of habitat, the proxmity 4 schools and two elder care facilities whose populations are particuarly suseptible to health risks associated with dust, noise and potentially airborne contamiannts. The loss of critically needed open space in a city with an enormous open space deficit. The list goes on and on. Moreover, the Environmental Assesment performed already appears only to depend on Conrail's presentation and seems to ignore the wealth of evidence assembled by many, many members of the public which would support a full EIS. I urge you to do the full EIS so as to ensure that the public will be protected. Thank you. Sincerely, Jennifer A. Meyer
