Although I am not a member of the Embankment Preservation Coalition, I have been aware of their work for ten years. I have a long-standing interest in the railroads because my father was an expert in rail financing and a big supporter of the use of abandoned rights of way for rail trails until government came to its senses and invested in railroads again instead of subsidizing motor vehicles. I think the Embankment provides a unique opportunity to combine a rail, trail, and open space use in the metropolitan area. I applauded the STB ruling that forced Conrail to face up to their illegal sale of the right of way. Now, however, the Environmental Assessment prepared by SEA suggests that what Conrail did was ok, and they should be able to get an abandonment permit without facing up to their responsibilities. It is basically a Conrail-prepared document. A full Environmental Impact Statement is obviously needed so the public can weigh in, because STB obviously hasn’t heard them yet.
