As a board member and the immediate past president of the Jersey City Landmarks Conservancy, I urge you to require a full Environmental Impact Statement and Historic Report. The Embankment in fact has significant environmental and historic significance, and the impacts should be fully studied before allowing abandonment of such a crucial resource for the city. I note that Conrail appears to have omitted critical information in its filing, and such omissions should not be sanctioned by the STB.
