Please authorize an Environmental Impact Statement for the Pennsylvania Railroad Harsimus Stem Embankment in Jersey City. Abandonment will lead to severe adverse effects to Jersey City historic districts, landmarks, neighborhoods, and families. Abandonment will lead directly to demolition of the Embankment. In addition to the disruption and potential effect on buildings and homes in this historic area, there has been no submission of an environmental sampling study by Conrail’s developer partner, and inadequate studies done of contaminants. it is well known that Jersey City's industrial past has marked it with contamination of various types across the city, and any demolition of existing structures should be treated as a serious and potentially dangerous matter. The Harsimus Stem Embankment is an elevated stone structure that once carried seven tracks of the Pennsylvania Railroad to the Hudson River Waterfront. It runs for a half mile along 6th street in downtown Jersey City, and joins the National Historic districts of Hamilton Park and Harsimus Cove. The Embankment is itself listed on the State Register of Historic Places, is eligible for the National Register, and is a Municipal Landmark. Please ensure that all federal laws are fully enforced to avoid any premature action on this site. If an Environmental Study is not required and demolition is authorized, Jersey City will incur the loss of a historic local asset that can never be recovered.
