Docket No. FD 36873 The City of Dayton, Texas respectfully submits the attached preliminary environmental consultation comments in response to the Office of Environmental Analysis's letter dated August 19, 2026. The attached comments detail the City's concerns regarding air quality, hazardous materials transportation, emergency response, hurricane evacuation, and public safety impacts associated with the proposed transaction on the Union Pacific rail corridor through Dayton, Texas.
