The San Bernardino Police Department has reviewed the Office of Environmental Analysis’ request for preliminary comments regarding the proposed Union Pacific and Norfolk Southern transaction. The Department does not take a position on the proposed transaction. However, given the existing volume of freight rail activity in and around the City of San Bernardino, as well as the potential for merger-related increases in rail traffic within the San Bernardino/West Colton area, the Department requests that the environmental review consider potential effects on public safety and emergency-response operations. Specifically, the Department recommends evaluating whether increased train frequency, train length, rail-yard activity, or other rail operations could lead to greater roadway blockage at at-grade crossings or affect emergency-response routes and response times. The review should also consider whether increased rail activity could increase the risk of vehicle-train collisions at crossings or pedestrian-train incidents along the rail corridor within or near the City of San Bernardino. If the proposed transaction results in increased hazardous-material rail traffic, expanded rail-yard or intermodal operations, or construction affecting public roadways in the San Bernardino area, the Department recommends evaluating any resulting impacts on emergency access, evacuation planning, traffic management, and interagency coordination. The review should also consider whether these changes could place additional demands on law-enforcement or other public-safety resources. Aside from these public-safety considerations, the San Bernardino Police Department has no additional comments at this time.
