Puerto Verde LLC has declared the costs of this railway and bridge will be privately funded. They have made the public believe that it is PV who received the presidential permit; yet in reality the application was submitted in the name of Maverick County, making taxpayers responsible for all compliance regulations and cost. As if that were not enough, after Ruben Garibay contributed heavily to Texas political candidates, now Rep. Heriberto Morales is spearheading House Bill 74 to create a Puerto Verde port authority, giving Puerto Verde the ability to gain control of water resources, other resources such as precious minerals and with eminent domain authority. The group of politicians Puerto Verde has influenced with endless amounts of money is literally tightening a noose around the necks of Maverick County taxpayers. At a time when the entire region is suffering from an acute, long, drawn out drought, Puerto Verde is developing a residential community just a few miles north of the proposed railway. The future of water resources is in question. Maverick Co. is searching for a secondary water source -the water from the aquifer under the county is saline water not fit for consumption. Farmers and cattlemen in Maverick County are losing their livestock and farms due to lack of irrigable water. Wells are drying up. The Rio Grande does not provide enough water to sustain agriculture right now for the entire region. Ruben Garibay employs exclusively truckers with B-1 visas who work for lower wages —there have been articles published about PV questionable trucking practices. How in the world can anyone think this region is ready for the cost, the heavy trucking traffic, the impact on water resources and the dangers and pollution for a county not ready with infrastructure? Do not allow Puerto Verde to bulldoze over the vulnerable population who strongly opposes its projects — this LLC has the approach of corrupt Mexican politics that buys power and then takes control.
