My name is Jose Alonzo Corpus, and I am here writing as a deeply concerned resident of Eagle Pass, Texas. I am directly impacted by the proposed Puerto Verde Rail Project and am here to formally request a 90 day extension of the Environmental Impact Statement (EIS) public comment period. The current process has failed the people of Eagle Pass. The Surface Transportation Board (STB) and our local elected officials have not engaged with residents in good faith or provided the transparency we deserve. The EIS is a hundreds-page document filled with complex, technical language that is nearly impossible for the average citizen to comprehend. Our Demands We call on the STB and our elected officials to: Extend the public comment period by 90 days to allow for thorough review. Host a second public hearing with plain language explanations of the EIS. Only 15% have college degrees. Hold a town hall with independent experts (bilingual in English/Spanish). 35% of our community speak limited English Conduct missing studies on: Air quality near schools and homes Water contamination risks Noise and vibration impacts Geological stability near old mines. Include all affected Texas Colonia communities in the EIS. The Environmental Impact Statement does not clearly evaluate alternate routes. A previous feasibility study on the Thompson Road alternative exist and was not proposed as an alternate route If the STB and our elected officials move forward without addressing these demands, you are sending a clear message: the voices of Eagle Pass do not matter. The Puerto Verde Rail Project will needlessly displace families, endanger their health, and destroy their properties. We will not stand by while our community is sacrificed for corporate interests. Grant us the 90-day extension. Listen to our concerns. Do not approve this project until all risks are fully studied and mitigated.
