Hello, I am writing this as a stakeholder of the South Western United States environment. I am a student at ASU studying natural resource ecology. Purpose and need: The listed purpose states alleviating noise pollution is a main factor. This looks past the factor that the noise pollution would not be eliminated, just moved to more wild environments. This would have significant harm on birds that use these environments, by drowning out their calls, forcing them to move nesting sites. No Action Alternative: I believe the no-action alternative is the most logical for a few reasons. There would not need to be waterways further disturbed, and not forcing more noise pollution into areas that do not currently experience it. There also is not an extreme need for this railway; In S.1.2 it is stated this would alleviate congestion, while there is only 18 trains passing through a day.
