Based on the proposed route of this project, we can see that it will travel near residential neighborhoods, public housing and an elementary school. While the existing railway line already travels near these neighborhoods and elementary school, the proposed railway line will add what can be seen as an avoidable danger to these locales by having to curve through a neighborhood and terminating its turn near the elementary school. While community leaders in the past were willing to jeopardize the citizenry and the youth by building so close to the railroad line it is not something that needs to continue to this day. Mr. Garibay stated that by having this project as well as the cargo bridge that it would alleviate congestion within the community, but that is a falsehood. Eagle Pass already has 3 overpass bridges which are conveniently located to any part of town that one may be in. Also, in regard to the cargo bridge, once Loop 480 is completed all commercial traffic coming from Mexico that is not staying within Eagle Pass will be able to access Loop 480 from the international bridge and meet with whichever roadway leading to their destination without traveling through the city. Both of these projects are also proposed to be 24-hour operations which will increase the noise and light pollution within these neighborhoods. As government employees you all are required to take yearly trainings regarding environmental hazards of which noise is a topic. By having 24-hour railway operations the people within the area of the proposed projects will be exposed to constant elevated noise levels; especially jeopardizing the hearing of the youth. Also, while we have no control of how the government of Mexico conducts its construction operations or what compliance standards it enforces, once construction on these projects were to begin air pollution will be of great concern as well. Within these neighborhoods are many elderly whose lung functions can be affected negatively.
