The substantial increase in locomotive emmissions on the newly proposed rail line AT THE SITE AND SURROUNDING RESIDENTIAL AREAS has been accepted by the STB. The fact that emmissions from truck traffice ALL OVER THE ENTIRE REGION will partially offset this increase is of no consequence to the surrounding residential areas. The surrounding residential areas will bear virtually 100% of the burden of the increased locomotive emmissions and only a fraction of the presumed benefit of decreased truck traffic throughout the entire region. It is also completely arbitrary and unreasonable that the study area for the analysis comprised solely the already extraordinary industrial use properties in a fairly narrow sliver of territory bounded by Townline Road, Old Northport Road, Greenwood Road, Meadow Glen Road, and Sunken Meadow Parkway when outside of this sliver is a very heavily residential area on all sides; a fact that the study completely ignores.
