The Board should engage in a thorough evaluation of the Railway project’s risks to Colorado’s communities, water, land, and air by preparing a supplemental environmental impact statement that also revisits the economic basis for the Railway. The Board must critically evaluate the very real eventuality of accidents and spill risks - it is not a matter of IF, but WHEN. The Board’s 2021 Environmental Impact Statement (EIS) concluded that the Uinta Basin Railway would cause up to 4.6 billion gallons of crude oil per year to be shipped from Utah through Colorado to the Gulf Coast on as many as five two-mile-long trains per day. These trains would run for more than 200 miles alongside the Colorado River headwaters. This is an unacceptable amount of risk - Colorado is a dry tinderbox. We can not afford ANY additional risk of wildfires which would devastate our communities, wildlife, agriculture or tourism industry. The risk of this project is simply not worth it - simply to line the pockets of O&G industry millionaires. The Board must address the Railway’s lack of financial support. The Board should require an updated economic analysis to ensure that the Uinta Basin Railway is financially viable, and so can follow through on mandated and promised mitigation measures. Public funding and taxpayer dollars should not be used to subsidize this project.
