The USFS and BLM should not be willing to change RMPs for a RR. In reviewing the routes it appears they are not minimizing impacts to public or private resources. The USFS route appears to be in inventoried road less areas. This should not be acceptable. The routes also appear to go through or near wilderness study areas that should be protected. Finally you have not provided a sufficient NEED for the project. You have stated in your Purpose and Need what you are doing but have not supported a true need for the RR line. Lots of areas in the US have limited transportation options and that does not mean a rail line is the solution.
