The EIS should evaluate effects on air quality in the Uintah Basin. This area already exceeds NAAQS for ozone and particulate matter. The EIS should consider the effect of locomotive engines both in operation and idling, as well as air quality impacts from the loading of railcars. These effects are obviously applicable to all three alternatives. In addition, the EIS should incorporate the effects on air quality from activities that will produce the goods that would be transported by the railway. This information is necessary to fully define the extent (if any) to which air quality will be degraded by the railway, and the frequency and magnitude by which air quality standards may be exceeded.
