My perception is that Utah wants to be a big, big player (like North Dakota) in oil and gas production. The Unita Basin simply isn't suited for low grade oil to be extracted. Think of the Tavaputs US Oil Sands failure, and it never got into production. And a similar failure in the same location. And others. The cost is too high environmentally and economically to have another failure cluttering the landscape. And did I mention WATER!!!!!!!!!!!!!!
