Dear Ms. Rutson, I wanted to share with you my objections to the planned construction of Great Lakes Basin Transportation, Inc.'s railway system through Rock County, Wisconsin (FD #35952). I live on a small 40 acre farm just a few miles from the proposed route of the railway. The railway system as it is designed will create a barrier between my farm (and the farms of my neighbors), and the nearest dedicated emergency services departments in the area. I have been informed that the risk of those emergency response times potentially being delayed or even denied due to railway traffic will factor into risk assessment estimates by our insurance carriers, resulting in an inevitable (possibly substantial) increase in our insurance rates. Rock County is one of the poorest counties in Wisconsin. An increase in property insurance rates here would be an undue burden on area farm families, and would cause many of my neighbors and friends to have to liquidate their farms, some of which have been in their families for generations. By way of example, since I lost my job in 2011, I have had 73 interviews, with only a couple of part time positions to show for it. My ability to stay in my home is tenuous at best. My situation is not unique. I am asking you to deny GLBT's application to construct their rail system through this poor county, which is still laboring under the loss of Janesville's GM assembly plant. Surely, there are other routes that would serve GLBT's purposes and not further penalize the people of this area. Thank you very much. Jeff Heilizer
