[mailto:NeeT@beloitwi.gov] Sent: Tuesday, October 04, 2016 12:59 PM To: David Navecky <David.Navecky@stb.gov> Subject: Great Lakes Basin Public Comment Period Dear Mr. Navecky: The Stateline Area Transportation Study (SLATS) is the federally designated Metropolitan Planning Organization (MPO) for the Beloit, WI – South Beloit, IL Urbanized Area. We are adjacent to the Janesville MPO (JAMPO) to the north and the Rockford MPO (RMAP) to the south. It is my understanding that the public comment period for the Great Lakes Basin Rail project ended this past July, but since its close, the new preferred alternative route has shifted significantly through Rock County, Wisconsin and Winnebago County, Illinois. It is also my understanding that area representatives have requested an additional public comment period (at least 60 days)in light of this new alignment for newly affected residents and property owners. Now that the proposed new alternative crosses large expanses of the SLATS Metropolitan Planning Area (MPA), we are concerned that residents and property owners, particularly in Rockton Township, IL, the Town of Beloit, WI and the Town of Turtle, WI that may not have originally been directly affected by the proposed route east of Clinton, WI and in Boone County, IL did not have the benefit of active participation in the scoping process because the preferred route shift did not occur until after the public comment period ended. We kindly request the opportunity for these communities, residents, property owners as well as the MPO to do so. Very truly yours, T.J.
