I would once again like to voice my objection to the pending application filed by Great Lake Basin (GLB) Transportation, and my opposition to the newly filed plan" that appears to be worse than the first proposal. The plan submitted by GLB on the eve of its deadline substantially differs from the plans that were presented to the local communities in Kankakee County; this last minute change is unfair and in my opinion, violates the public's right to be fully informed and offer informed and researched input to this Board. That matter aside, I again voice my opposition to the GLB plan for the environmental concerns listed in my prior correspondence. Additionally, I voice my opposition to the GLB plan because the residents in and along its footprint are opposed to the railroad; it would decimate local farmlands and a large swath of our state park; it would destroy entire communities such as Sumner Township; and would do all these things while adding zero permanent liveable wage jobs to the areas it most negatively impacts. This project is unacceptable and the matter should have been closed when the GLB missed its prior deadline. The extension granted by the STB permitted GLB the opportunity to now submit a plan that far exceeds and worsens the fears of the communities that it will touch. I strongly, for a second time, urge the STB to reject the proposal. Jim Rowe Kankakee County State's Attorney"
