Dave Navecky: I am requesting the Great Lakes Basin Railroad project receive a full environmental review, without exception, or stop the project completely. Great Lakes Basin Railroad has not demonstrated the need and necessity of such a project for the “common good “. Existing railroads have not supported this project, and the CREATE Program already exists to reduce railroad transportation freight time through the Chicago land area. Utilizing existing railroad routes or adding tracks to existing routes seem to be better alternatives than building an entirely new railroad. Prime farmland will be permanently destroyed to build this project. Surface and subsurface water pathways will be altered from their current routes. This project will act as a dam for surface and subsurface water (i.e., field drainage tile), creating a breeding ground for insects, bacteria, and disease. Many current roads will be closed by the construction of this project. This will profoundly impact my farming business, causing an economic hardship. This will profoundly impact multiple area agricultural business, local schools, and emergency personnel. This will result in increased response times for emergency vehicles, longer travel times for school buses, and increase traffic congestion by forcing all travelers to use roads with open railroad crossings. I again urge you to stop this project completely. Robert Charter
