I am very concerned with how the railroad will affect the local drainage zones for the area. I know that the railroad will have to put in engineered systems to ensure that the water still drains in a timely manner. I have enough experience as an Agricultural Engineer to know that those systems will probably work for 5-10 years. What happens when the railroad in an effort to cut costs stops maintaining the systems. Who will ensure that the railroad keeps these systems working properly for the future? What happens when the rail is abandoned and the drainage systems breakdown? Who has to take care of these environmental problems? The railroad needs to be bonded to protect the environment from its eventual bankruptcy.
