We are opposed to the GLB, especially since there is already a program in place to alleviate train congestion in Chicagoland through the CREATE - Chicago Region Environmental And Transportation Efficiency Program. See attached program overview. We question the need for the GLB when CREATE is already in place addressing the congestion issue.
