Dear Mr. Navecky, On 9/11, as the second plane crashed into the Twin Towers, and we began to grasp what was happening in our country, the concern that we live within a 25-mile radius of 3 nuclear power plants and a facility that stores irradiated fuel necessitated a call to the Emergency Management office of the county that we live in to ask about the permeability of those buildings. Please do not make the mistake of thinking that that's simply a good question. The seriousness of that concern should be one of your highest priorities affecting the proposed project of Great Lakes Basin Transportation, Inc, constructing a railroad through Grundy and La Salle County. Every year, the nuclear industry is required to send to those who live within a certain distance of any nuclear plant a brochure outlining safety information for a plant's host community. It is doubtful that the majority of citizens would follow the instructions to evacuate as written and if a breach of any plant occurs, created from within the industry itself or terrorism, a massive area would be involved. The evacuation area would depend on the direction that the plume would travel and as in any preparedness plan, the decisions for evacuation would be at that moment". I could spend a lot of time giving you the names of the roads that surround Dresden, Braidwood and the La Salle nuclear power plants in Illinois, give you the number of vehicles that already travel those roads on a daily basis and I could remind you that GLBT has suggested that many roads would be closed in building the rail but I'm going to rely on your common sense to know that a nightmare would be in the making. There would be citizens fleeing one way on as many roads as they could access and emergency response equipment and teams that would pass them going the other way towards the plant on already narrow and limited roadways. Residents of other counties would also be part of the evacuees increasing the number of cars and trucks. The possibility of any trains traveling through these areas, not to mention GLBT, Inc's. narrative of the possibility of 110 trains (stated on their web site) within a 24 hour period traveling 70 MPH (again stated by Mr Patton) and preventing the evacuation of people and the emergency teams in a timely fashion because everyone would be stopped at a rail crossing for a train passing through is incomprehensible. There is no room for any encumbrances of any kind in a county that houses a nuclear facility. Allowing Great Lakes Basin Transportation, Inc, to construct their proposed project through La Salle and Grundy County should not even be a consideration and should be terminated.
