To the Surface Transportation Board RE: Docket No. FD 35952 Great Lakes Basin Rail Line Project I hereby request that the Surface Transportation Board require GLBR to file a Formal Construction Application for authority for the track construction, not a petition for exemption. The safety, necessity, usage, financial and other information in this document will be critical for the STB to have in considering whether to approve the proposed construction and operation.
