When dealing with the need for drainage tiles to cross the railroad right-of-way, the railroad company needs to provide an oversized, very long lasting tile or other drainage structure that extends from one side of the right-of-way to the other with a catch basin centered on each of the two right-of-way lines. This design will allow access to those two catch basins from both the railroad property and the adjoining land owner's property. These tiles that cross the railroad right-of-way should be sized via engineering calculation to be a minimum of 50% (preferably 100%) larger than the size that is required for a one hundred year rain event. Personal experience has shown that getting broken tiles repaired on railroad right-of-way is not possible due to the railroad company being non-responsive to requests for such repairs and because no other financially viable options are available to the adjoining land owner. This leaves the adjoining land owner with crop and property damage caused by the unnatural introduction of water from the broken tiles into what was a naturally well-drained area prior to the construction of the railroad track bed.
