Approval with mitigation means full approval. GLBT will be built, our farm business, our soil will be perpetually disrupted and in some cases destroyed. People will be forced to move ( with no compensation) small towns cut off, materials too hazardous to be shipped in urban area can derail and explore in areas where rural people live. Stipulations means nothing to GLBT, they just want to track build so they can start to collect fees. Mitigation means land owners lawyers have to sort through layers of shell companies, layers of subcontractors,(as with pipelines no one will take responsibility for damages), The land is still destroyed, the hundred trains per day still block the road crossings, the danger of hazardous derailment is still there. There is no logic to approval with mitigations.
