Frank Patton has publically said he will use federal railroad loans to pay for the Great Lakes Basin Railroad. Doing this will take much needing funding from the CREATE program which is making great strides at reducing rail conjestion. Please explain why the limited available federal railroad funds be spent on a new railroad and not on projects with a proven need. CREATE'S projects have been proven to work, they need all available funding and GLB will affect their ability to improve all frieght traffic in the area. GLB does not solve problems, it creates more by simply moving existing trains into new areas, areas where the communities and environments around them will be destroyed. GLB also just moves all the existing problems CREATE is trying to fix into yet another area. This is not acceptable and the STB needs to explain why they feel it would be acceptable.
