Please explain this section of the proposal from GLB regarding MP130 to MP140 From MP 132.5 to MP 140.00 water may be present in the farm fields within or adjacent to the right of way after heavy rainfalls. This drainage issue could be mitigated during the grading process by channeling the water into an improved drainage arrangement." Please explain in detail what an improved drainage arrangement is. Currently this area is drained by field tiles, this railroad clearly acknowledges in this statement they do not see where these tiles will be able to handle the increase water run-off. So please explain what happens with the field tiles, which do drain more than just the field they are in but fields for miles around and any damage to them will result in field flood in places GLB has not considered. Also an "improved drainage arrangement" sounds lie a big reservoir for water which is a safety hazard when filled with flood waters. If GLB clearly acknowledges this portion of the track will flood surrounding areas, please explain why this is a "preferred alternative." This line needs to be constructed in areas where GLB knows flooding will not occur. They should not be allowed to make flooding worse in an area. If you already know of drainage problems, then this portion of the track must be scrapped."
