Dear Mr. Navecky and Surface Transportation Board, I have a few questions this morning that I would appreciate a response to. These questions are very important in regard to Docket #FD35952. 1. In the case a railroad of this magnitude is constructed, where will all of the dirt and soil be taken from to raise the grade of the tracks and the adjacent easements? 2. Who will fund the quiet zones" where tracks pass by or through schools/churches/towns? 3. What steps will be taken to ensure the adequacy and proper training of first responders in these small town communities in the case of spills, derailments, contamination, etc. 4. At the county level, should resources and public safety be utilized for rural areas as in Sumner Township who relies solely on the County for emergency services, who will bear the financial burden of adding these necessary individuals? 4. Loss of farmland will could be a potentially 1.5 billion dollar revenue loss for Kankakee County in regard to a 15,000 acre rail yard. If that is the case, will additional funding be provided to Kankakee County to maintain infrastructure and provide a budget to allow the addition of public safety that would be required?
