Mr. Navecky, As a resident of Kankakee County in Illinois, I urge you and your colleagues to conduct a full review of the GLB rail project and to avoid granting an exemption if requested. This proposed rail line and the proposed rail yards would significantly negatively impact Kankakee County in many ways. A few examples of this negative impact include: destroying valuable farm land which is essential for one farmer to feed approximately 160 people – taking that much land for a railroad would significantly reduce the economy of our area; damaging precious ecosystems for turtles, birds, fish, and wild game in our county; disruption of transportation routes for children to attend school and for First Responders to quickly and efficiently provide medical care to already difficult areas to service; depletion of the county's natural resources of farm land and water ways; significant reduction of water and outdoor recreational areas; an extremely increased amount of air, water, soil, and noise pollution; and finally, Union Pacific has publicly stated they will not utilize the GLB railroad. These are just a handful of the reasons the GLB railroad would negatively impact the Kankakee County area. Please conduct a full review of this proposal before coming to a decision. Thank you for your time. Laura Yohnka
