To Surface Transportation Board Members: I am writing to object to the proposed Great Lakes Basin Transportation plan. This objection is based on many important factors that I hope will be taken in to consideration. 1) Safety a. The proposed location of the railroad has crossings that will interfere with routes to local hospitals. Only 2 routes are available from my home and both of those routes will have a railroad crossing if the proposed route is approved. I am greatly concerned about longer response times for police, fire and ambulance vehicles due to the rail road crossings and one of the routes to the hospital may even entail a road closure. Services with be delayed and lives may be in jeopardy. b. In addition, closing roads may force slow moving farm equipment to use faster more traveled roads which may cause accidents. I have personally witnessed the above scenario which did result in the end of a human life. 2) Water Resources a. My entire community is supplied by wells. I am concerned with the possibility of ground water pollution from spills, maintenance herbicides, derailments or leaking train cars. There are no other water options. b. Altering the grade of land may disrupt flow and create artificial wetlands. Leaving stagnant water left to damage wildlife and humans. 3) Economical Impact a. I run a horse boarding business. Noise and air pollution from the trains will drive my customers away and force me out of business. b. Property value WILL decrease. No one wants to live next to a railroad. 4) Wildlife impact a. Eagles have recently returned to my area. Noise will disrupt and drive them away. b. As stated above, stagnant water from land alteration will pose a threat to wildlife and humans. I am greatly concerned that approving the Great Lakes Basin Transportation plan will be detrimental to the community. Please take all of the above concerns into consideration when making your decision. Sincerely, Wendy Payne Concerned resident
