The labor practices and political climate in Cook County and its collar counties have necessitated that an alternate route be developed to streamline the movement of commodities across this county. This is not a recent problem; however, we are now faced with a new solution. Throughout your review of the application by Great Lakes Basin Transportation I urge you to cut no corners and include in your deliberations a review of all required aspects of this application, including the socioeconomic impact this may have on Boone County. Agriculture is both a cultural heritage and a primary economic engine in Boone County. I urge you to make certain that your decision weighs the time savings and economic benefit to national and international companies attributed to the proposed rail line against the cost to the legacy and agricultural economy of Boone County. Rather than confiscate productive farm land to resolve this transportation problem, it appears that time and money would be far better spent addressing the challenges inherent in current labor practices, making improvements to capitalize on existing rail infrastructures and identifying and fixing the significant bottlenecks facing major water transportation systems. I trust that you will strictly adhere to your stated process and ensure that your deliberations will be comprehensive and include consideration of what the citizens of Boone County feel is best for them and not just what is in the best interest of big business.
