Dear Mr. Navecky, CREATE Chicago Region Environmental and Transportation Efficiency Program A $3.2 billion project to improve the efficiency of the rail network. A project of national and regional significance. Reduce train delays throughout the Chicago area. Work includes 70 projects: New roadway overpasses, underpasses, extensive track, switch and signal system upgrades. Freight rail reduction of time in the Chicago area. Six of the major railroad operations in N. America pass through Chicago and ALL 6 have become partners in the CREATE program. THE FEDERAL SURFACE TRANSPORTATION BOARD ORGANIZED A TASK FORCE TO OVERCOME THE NEED OF THE REGIONS RAIL CAPACITY AND REPRESENTATIVES OF THE RAILROAD INDUSTRY, STATE OF ILLINOIS AND CITY OF CHICAGO, IN JUNE OF 2003, ANNOUNCED THE CREATE PROGRAM.
