I wanted to draw the board's attention to the fact that if the water wells of Lowell would become contaminated; there is no water available to the town. Lowell sits in the Kankakee Watershed and they do not qualify for Lake Michigan Water (Valparaiso Moraine Watershed). Back in the early 1990's Lowell failed to meet Federal Rules on water quality and applied for permission for access to Lake Michigan water. They were denied. The commission that decides these cases are made up of U.S. States that circle the Great Lakes and also the Canadian Provinces that circle the lakes. So this is not only a denial from the federal government but from another county as well. This is taking the ONLY water source away from an whole town. The original denial letter is in the files of the town of Lowell (Denial sent to then Governor Evan Bayh (received May 13, 1992) and transfer and recorded in Lowell.
