Surface Transportation Board, we are writing in concern about the proposed Great Lakes Basin Railroad. One of the objectives we have heard for this proposed rail line is to reduce transportation delivery times. We also understand Chicago Region and Environmental Transportation and Efficiency Program has already been created to address this issue and has reduced delivery times. Wouldn't this be a duplication of CREATE's objective? We have serious concerns about the changes in the environment for south Lake County, IN. Brian and Mary Dekker Lowell, IN
