Before wasting more taxpayers money on GLBT, have DOT talk to EPA. EPA WOTUS program passed senate by 4 votes, so DOT better pay attention. If you do not know this EPA program, you have no qualifications to make a decision to approve GLBT Landowners, renters have develop their land to be compliant with WOTUS. GLBT creates a WOTUS situation with 287 mile semi-height dikes across farm fields. Do not add this to mitigation clause, because GLBT will bury in in layers of LLC's of shell companies and no one will ever take the responsibility. GLBT caused the problem and they pay the dally steep EPA fines At the end it ( as in gas pipeline mitigation agreement) the farmer, who cares about the land, will use his money, his resources, to correct problem that didn't exist before GLBT. Does On Federal Dept. talk to another Federal agency? Forget the Dept of Agriculture, they are usless in farming matters and too busy dealing with school lunches, food stamps. One Federal Dept (EPA) is making conservation rules while another federal Dept (DOT)is unaware or don't care or can do what they want without respect for these rules.
