Dear Mr Navecky, It was a pleasure to get a chance to speak with you last week at the Rockford, IL scoping meeting. Thank you for your time and listening to the concerns of the citizens affected by the GLB. I was able to speak at the Belvidere, IL scoping meeting, regarding the economic impact on the town of Capron. I have additional thoughts on the economic impact in this area. The home and farmowners that are concerned about the decreased value of their property are not going to make improvements to their homes and farms. They are not going to remodel or add on decks or upgrade porches. There is no reason to make improvements to homes that are going to lose value. This in turn is going to impact the construction trade in these areas. These small rural towns will feel this impact quickly. The homeowners and farmers in these areas are on hold with their lives and buildings until this project is either approved to go forward or disapproved. Essentially they have a 2 to 3 year period they cannot make plans for their future. At this time if they want to sell their property they are morally and possibly legally obligated to disclose the plans of the GLB. Even if the GLB is never approved, this is currently impacting the value of their property. This is unfair as they have done nothing wrong, other than living their lives in their homes on their land. Land that the GLB wants to build a railroad on. A railroad that is destroying the value of the homes and farms of those in the proposed area of the GLB. Please consider the economic impact of this railroad on these small towns. These towns are not manufacturing bases and most do not house large granaries and have no need to access a railroad. There is no benefit to these towns by the presence of the railroad only detriment. Thank you for your consideration. Kathy Stefanelli
