F2f 35952 Dear Sir There are several impacts of concern that I would like to submit at this time. 1. Staying the obvious is the decrease in property values 2. What are the decibel factors going to be with that many trains? 3. Responsibility for the rail road is primarily a private sector since the Federal Railroad Administration is understaffed and can only inspect 0.2% of the nation's railroads in addition slow-moving and stationary railroads are extremely vulnerable to terrorist and become an easy domestic Target especially if this rail system plans to haul chlorine it would only take an attack on one rail car of chlorine to cause lethally expose people to die at a rate of 100 per second according to the US Naval Research Laboratories in conclusion if said railroad should proceed what measures are going to be taken for the safety of our children and Community the town of Lowell does not have adequate officials and Rescue Personnel should there be a derailment or terrorist act and furthermore let's be honest the trains in these Open Fields are sitting ducks and Easy Targets in fact the probability of such a derailment or attack from a homegrown terrorist or used as a weapon is not out of the realm of possibility since we don't have the additional resources in the town should something horrific occur. I hope your staff will be able to address our concerns at the upcoming meeting. However, we encourage folks like yourself to provide us with detailed comments on potential impacts (e.g., why a certain area should be avoided because of reasons x, y and z), as well as suggested alternative routes for the proposed rail line that might avoid those potential impacts. We will take all the comments received and ensure that the potential impacts identified in the comments are appropriately addressed in our environmental review process. We will also evaluate suggested alternative routes (i.e, we assess whether the routes are reasonable and feasible) for inclusion in the environmental review process. Any alternatives that we add to the environmental review process will be studied equally to the route proposed by the applicant or railroad.
