Will this new proposed rail line actually reduce the existing rail traffic in the Chicagoland metro area with enforceable measures? My quality of life has decreased significantly since the NTSB approved the Canadian National take over the EJ/E railway here in northeast Illinois during special session on Christmas Eve 12/24/2008. Seriously, demonstrate to me the motives of approving a major decision like this on 12/24 without some sort of pressure from others. The NTSB provided zero meaningful and measurable relief to the communities impacted by your decision to approve the CN/EJE merger. The EJE train line was never designed for the volume of trains and vehicle traffic for safe operation currently experienced. Train volume has increased exponentially along with noise at all times of day/night. This impacts hundreds of thousands of people in this metro area. We also have noticeable traffic congestion from blocked grade railroad crossings as well. I would suggest that any new track installed anywhere require 100% road/grade level separation for safety. Trains bring zero upside to the communities they roll through. The grade separation should be required to reduce the impact on the community. Regards, Peter Schaffer"
