Thanks again for your expediency. Many in the affected area have a grave concern about how quickly this process has been announced with meetings scheduled and comments required in such a short period of time. March 18 notification with the first meeting April 11 and comments due May 16, 2016. This doesn't give much time for the affected residents to organize. As you can imagine there is tremendous opposition to this proposal. This time frame is especially troubling as it comes at a time when the affected parties are starting one of the busiest times of their year, the planting season. And if you know anything about farming, planting has to be done quickly as the weather permits. If they take time to deal with this issue and lose their planting season, it negatively affects the meager profits they make in even a decent year. We are talking about the people who provide the food, milk and nourishment for the families of our country. How do we go about requesting that the date for filing comments be extended for 90 days from May 16, 2016 until August 16, 2016? On March 18, 2016, the Notice of Intent (NOI) with the dates and locations of the public scoping meetings was published in the Federal Register and also served as a Surface Transportation Board (STB) decision on the STB's website. Also on March 18, approximately 1,900 letters were sent to federal, state and local agencies and other interested parties in the project area informing them of the availability of the NOI. The STB also launched a project website on March 18, 2016 with the NOI and other project-related information. We also distributed flyers, issued press releases and purchased newspaper ads. The STB is an independent agency and is not overseen by the U.S. Department of Transportation (Note: I have seen press reports about the proposed project incorrectly suggesting that the STB is an agency of the USDOT). 3. Great Lakes Basin Transportation, Inc. (GLBT) has provided the STB with an inventory of roads intersected by the proposed rail line. The inventory identifies the roads that GLBT proposes to cross with grade separation (e.g., a flyover), at-grade, or closure. Again, these are GLBT's proposals and the impacts of these proposals will be analyzed as part of the STB's environmental review process. (Note: I believe there are some roads missing from GLBT's inventory. The STB will be following up with GLBT on this missing information). Am I correct in the fact that the Surface Transportation Board (STB) announced the dates and locations of the public scoping meetings (the first to be held on April 11, 2016) on March 18, 2016 via the STB's Decision Document? 2. Who at the Federal Department of Transportation oversees the actions of the STB? 3. Where can we get a definitive list of all the roadways that will be permanently closed as this list is critical to the comments that will be received from residents? Without this list, the comments will not be complete and the STB will not be in a position to make a decision that reflects all interested parties' concerns.
