I think this transport rail going through the river is horrible idea. The portion of the river you want to build your railroad on is one of the most healthy sections of our river left and building this will probably destroy the ecosystem. It will mess up the flow of the river and the natural cycle of it. Ideally the best solution would be to run it through the canaveral air force station where there is existing rail to connect with. This way you keep our river healthy and make use of whats already there instead of wasting money on building something completely new.
