o The EIS should fully address the potential impact the proposed rail extension project may have on the area’s flood plan and 2014 study (the Federal Emergency Management Agency’s Flood Insurance Study No. 12009CV000A, dated March 17, 2014). o The EIS should fully address the potential impact the proposed rail extension project may have on the current restoration project of the Indian River Lagoon Basin, a designated impaired water body under the Federal Clean Water Act. For example, how will a causeway constructed across the Banana River affect species habitat, vegetation (sea grasses), wind, flow of water, stormwater runoff, point and non-point source pollution, atmospheric deposition, and other considerations addressed in the Banana River Basin Management Action Plan. o I believe the Biological Resources review of the proposed EIS should address all protected species within the project area and the Merritt Island Wildlife Refuge. o I believe a systems approach methodology should be used when analyzing the elements within the proposed EIS rather than looking at the issues independently of one another.
