Dear Mr Navecky, I am totally opposed to the Port Canaveral Rail Extension. I live on N. Merritt Island and I am very concerned with the negative impact of this rail through the Merritt Island National Wildlife Refuge. Please refer to the attachment Merritt Island National Wildlife Refuge Comprehensive Conservation Plan U.S. Dept of the Interior Fish and Wildlife Service Southeast Region, August 2008. A total of 316 pages but most important is that the rail is not at all consistent with the purpose and plan of the refuge. Please refer to II. Refuge Environment, pages 9, 10, 11, 18 and last paragraph on page 19; IV. Management Direction pages 73, 74; Appendix E, Appropriate Use and Compatibility Determinations, pages 189, 190, 191; and page 207 last paragraph. I am concerned for the negative environmental impact on the Refuge and the cutting off of the natural flow of water in the Banana River thus causing the natural sea grasses to die due to the lack of flow and current. The attached plan has identified that the natural waterways in the Indian River and Banana River have already been damaged/destroyed from construction of the causeways between the main lands, Merritt island, Cocoa Beach and Cape Canaveral that were built many years ago. Must we relive history with a rail causeway made from land berms and trestle bridge especially in the only" pristine area left in our estuary. Do we want this whole area to be known as "The Dead Sea". I pray not. Aesthetically, the rail extension would just ruin the beauty of this only remaining pristine waterway and through a National Wildlife Refuge. What are "they" thinking? Then we will have the noise, pollution and vibration from many, many trains with many, many cars attached through many, many miles. Then we have the negative impact of our property values decreasing and our rural community gone just like the dead sea grasses that fish, manatees, birds and dolphins are dying from (lack of food). I do hope that all the concerns of the people opposed to this plan are carefully and thoughtfully reviewed and considered. Thank you for the opportunity to respond to this environmental disaster.
