FD 35852 · CANAVERAL PORT AUTHORITY - PETITION FOR EXEMPTION TO CONSTRUCT AND OPERATE A RAIL LINE EXTENSION TO PORT CANAVERAL, FL

Comment EI-20813

Received or sent (printed as 12/19/2014)

Dear Mr. Navecky, Please accept my sincere objections and concerns regarding the Canaveral Port Authority's proposed Rail Extension through the Indian River Lagoon, North Merritt Island area, and Merritt Island National Wildlife Refuge. The Port assures they will take extraordinary precautions to protect the Most diverse estuary in North America" (Indian River Lagoon), as well as the multiple endangered and threatened species that live in our valuable refuge. But this is an extremely expensive promise. After reading hundreds of pages of information and attending Canaveral Port Authority Meetings, I am concerned regarding the Port's economic viability. During the December 11, 2014 CPA Board Meeting, the board determined the need to borrow money to support current Port operations. The Board members stated they did "not want" to reinstate district taxing, that ceased in 1986, when the Port became self-supporting. It does not appear the Canaveral Port authority is able to financially support its current operations, much less all the safety precautions and environmental protections involved in this rail expansion. The current Canaveral Port Authority petition for exemption from financial disclosure is troubling. Congress requires railroad developers to file a series of financial statements to protect the public from incompetent entrepreneurs. Please consider the financial ability of the CPA to fulfill their elaborate promises. Thank you for your diligent work on this issue. We (the citizens of North Merritt Island) are very concerned and depending on you. Sincerely, Mary E. Hillberg"
