Dear Mr. Navecky, I am sure by now you have received reams of non-quantifiable, passioned comments regarding the proposed Kennedy Space Center – Port Canaveral rail line construction proposal. Most comments are centered on environmental impacts, cost, and negative impact to home values. It is a proven fact that I can hear the rail line activity on Route 1 between Titusville and Cocoa, a distance of over 5 miles, so the immediate impact to the Savannahs (less than a mile to the west of the proposed crossing) is significant, especially in the face of the current volume of train loads and future anticipated train loads. It will indeed have a negative impact on environment, property values, etc, let alone the cost of having to build the rail line across wetlands. Although there are currently two options being considered, I am proposing a third option for consideration that will somewhat neutralize the ire of Savannah's (adjacent community development to the west of the proposed crossing) residents, and eliminate the necessity of constructing a rail line crossing Hall Rd. - East. That is to vector a proposed route across the Banana River beginning at a point north of Kars Park (running southeast/northwest) to connect into Port Canaveral, as opposed to the currently being considered options of a direct east/west crossing south of Kars Park. I am not an engineer and couldn't tell you the economics of what I am proposing, though there has to be a positive cost impact to the reduction of the mentioned rail crossing at Hall Road (a safety/cost issue), disruption to Kars Park Campground, disruption/property value impact to Savannahs residents, and all that is involved within.
