Dear Mr. Navecky, I am writing to you over my concerns about the proposed rail line being considered by the Port Canaveral Authority through the Merritt Island National Wildlife Refuge. I am strongly opposed to this project, especially at time when our Government and political representatives should be doing everything in its power to protect and help recover the Indian River Lagoon from its present degraded state. Other important points to consider are: • This rail line and it construction will have a negative impact not only on the lagoon, but on all the wildlife at the Merritt Island National Wildlife Refuge, especially species of special concern, like the gopher tortoise and scrub jay. • This rail line will also negatively impact Kars Park, which is a beautiful park that provides camping and recreation opportunities to many people. • The added construction of a bridge to Port Canaveral will negatively impact existing pristine sea grass, fisheries and marine mammals, including dolphin and manatee. • The environmental health and safety aspects of this project are also a concern. Inevitably, besides the continual runoff and / or blow off from the rail cars, there will be spills onto environmentally sensitive lands and into the Indian River lagoon. • The noise and vibration from the rail cars will also have a negative impact on wildlife at the refuge. • The amount of rail transportation which initially is proposed will inevitably increase. In summary, please do not approve this project, which not only will destroy part of this beautiful refuge, but is further degrade the Indian River Lagoon. Sincerely, John Cielukowski
