Dear Mr. Navecky, I attended BOTH Public Scoping Meetings regarding the Port Canavarel Rail Extension. And, I remind you, that the MAJORITY of those who spoke gave you many, many reasons this rail will NEGATIVELY IMPACT the Banana River Lagoon. I am writing to emplore you to consider the IMPACT this rail extension will have on Banana River lagoon"!! This rail WILL "negatively" IMPACT the Banana River lagoon; the wildlife; the Manatee Preserve; the wildlife preserve; and the pristine water at the northern tip of the Banana River. This area is the "one and only" and LAST preserve of fish, wildlife, and pristine water. The Banana River is NOT a river at all, it is a lagoon, it does not flow (there is NO tidal affect to the river - only WIND moves the water in the lagoon). If this project moves forward with yet another birmed causeway, you are CHOKING OFF the natural ability of this lagoon to survive. We already do NOT have any sea grass south of the 528 and all the thriving oyster beds are GONE. The red fish that spawn in the northern tip of the lagoon will also die off and there will be nothing for the manatees; wildlife or fish to survive either! PLEASE PERSONALLY VISIT THE LAGOON (MANY OF THOSE PRESENT OFFERED TO ESCORT YOU INTO THE LAGOON) AND SEE FOR YOURSELF WHAT WE ARE TELLING YOU!!! Looking at the river/land on a map on a piece of paper DOES NOT JUSTIFY WHAT IS ABOUT TO HAPPEN! PLEASE PERSONALLY DO A THOROUGH INVESTIGATION OF THE LAGOON "before" submitting your impact report. This plan should NOT move forward. The only alternative to your plan rail is to use the existing rail from the Port through the Port Canaveral Air Force Station, and then north to connect with the FEC over the Jay Jay Bridge. There is ALREADY AN EXISTING RAIL THERE!!! USE IT!!! Thank you for your time and "thoughtful" consideration. We can NOT jeopardize our beautiful lagoon for "future cargo growth at Port Canaveral". Respectfully submitted, Lois Lacoste Concerned Citizen"
